Just for the ease of the narrative, I'm playing it as though Telan and Lucath sent their proposal to help with the pirates some time before the briefing, offscreen.

And I just thought it would be funny if Laila wasn't aware of it until the announcement. It's basically a "General Solo, is your team assembled?" moment. If you don't think Lucath would tease his daughter like that, I can always change it.

Tavryn Wolfray is the daughter of one of my few NR charaters, Savrek Wolfray. She's intended to be a minor character (but we'll see - Laila wasn't planned to be more than a minor sidekick to Lucath).
